According to the 2003 census, Chicago has rebounded from the population loss of the 1990s because of significant immigration flows (The Brookings, 2003). Immigrants from Mexico now constitute nearly half the city's foreign born population, yet Chicago still remains one of the foremost U.S. gateways for Eastern European immigrant workers and their families. These inflows of immigrants have reduced the overall age of the Chicago population, and are responsible for revitalizing both commercial and residential properties in many of the city's neighborhoods. Most of the new immigrants are settling in the suburbs rather than in the city itself. Chicago is now one of the most ethnically diverse cities in the nation. Chicago has also made progress in terms of income and poverty in the last decade, and all racial and ethnic groups have benefitted from gains in home ownership (The Brookings, 2003). However, the city still remains very divided economically by race, with Blacks, Whites, and Hispanics living in separate neighborhoods. Annual household incomes for Blacks still trail those of Whites by $20,000, and more than one third of families with children live below or near the poverty line. More than one in five Chicago children live in a family with no adult workers. In the 1990s, the median family income in Chicago grew at twice the national average, but Chicago still has the sixth highest Black poverty rate of the 23 Living Cities.
