There have been made numerous forecasts as to the composition of the work-force during the year 2000, with researchers and practitioners indicating that minority and female workers will predominate other worker groups (Perrin, 1990; Levine & Havighurst, 1989; Marshall, 1986; Ross & Sandhill, 1975). Perrin (1990, p. 2) reports that:

The survey companies are literally in the midst of a sea of change. The average survey company's work force is already just about one-half female. Minorities now compose up to 20% of the work force at just under 60% of the survey companies and more than 26% of employees at almost a quarter of the survey group.

The Bureau of the Census (Levine & Havighurst, 1989) reports that there will occur numerous changes within the work-force during the upcoming decade, particularly in the areas of: gender composition; the roles of women; the preparation of workers, particularly in the areas of attitudes and levels of education; demographic diversification, resulting in so-called minorities outnumbering so-called non-minorities; and a markedly changed internal environment. Johnston and Packer (1990) indicate that those forces driving the American economy will dramatically change, resulting in: the integration of the world economy; a shift from the production of goods to services; the institution of advanced technologies; and, increased competition in product, service, and labor markets. While Levine and Havighurst (1989, p. 112) report that the educational levels of workers have phenomenally risen, particularly for those workers possessing bachelor's and above degrees. Pallas (1989, p. 20) notes that more children will be living with mothers who have low levels of educational attainment (i.e., not having completed high school), going from 13.6 million in 1963 to 21.2 million in the year 2020, which evidences a 56% increase. Moreover, those children whose primary language is not English will as well increase in the future, going from an estimated 2 million in 1982 to a forecasted 6 million (p. 21). The significance of these demographics is that these children will constitute the work-force for the year 2000 and beyond and, if they are not sufficiently educated, the competitive position of American firms will be markedly injured.
