Backlog of Forensic Lab Cases

There are several reasons for the backlog of cases in the Illinois State Crime Laboratory, according to Michael G. Sheppo, Bureau Chief, Illinois State Police Division of Forensic Services, Forensic Sciences Command (Sheppo). First, the highly technical nature of forensic sciences has become very expensive and has received very little support. Since 1990 there has been a roughly 23 percent increase in case load, with only a 10 percent increase in budget, and a 9 percent increase in staff. There are now stringent requirements for accreditation which mean upgrading facilities, purchasing new equipment, enhancing analytical procedures, and adding professional and support staff. Federal and state governments have set and mandated certain analytical standards and enacted laws which have had a fiscal impact on all forensib laboratories.

The Illinois State Police forensic science laboratory system is the third largest in the world (Sheppo). Backlogs and turnaround time continue to increase, meaning the service has to implement service reductions, and resources are stretched by trying to implement new technologies. In order to process the current caseload, the increase in CODIS database samples, and the increase in firearms submissions for the Integrated Ballistic Identification Service (IBIS), an additional 160 scientists and support personnel are required at a cost of $41 million for five years.
