The United Way is the United State's leading community solutions provider, and activates the resources for the greatest possible impact in communities across America (Basic). It is part of the greater United Way International. The United Way includes roughly 1,400 community-based United Way organizations, each separately incorporated, independent, and governed by volunteers. In 2003-2004, the United Way generated $4.05 billion in revenues, which included $3.9 billion from the annual campaign, corporate sponsorships, gifts, and grants. The United Way has more than a million volunteers nationwide each year.

Each organization in which the United Way invests is a non-profit, tax-exempt charity governed by volunteers, and it must submit to an annual independent financial audit, provide services at a reasonable cost, and maintain a non-discrimination policy (Basic). The vast network of volunteers and the simplicity of corporate payroll deductions keeps administrative costs low, averaging 13 percent of all funds raised at the largest United Ways, comparing favorably with the 35 percent suggested by the better Business Bureau.

In 2002, the United Way launched the Assets for Family Success initiative to build the capacity of local United Ways working within their communities to increase the economic success of low-income working families through asset development. A pilot project of this organization is the Individual Development Account for low-income workers, funded by the United States Department of Health and Human Services and the Ford Foundation, whose goal is to contribute to the design of a delivery system to make asset development strategies accessible to millions of low-income families. The UWA and the Annie E. Casey Foundation are involved in a project to study the involvement of the United Way in community based EITC campaigns to create customized tools and resources to increase the number of local United Ways who engage in outreach, education, and free tax preparation.
