Each of the six processes are addressed. For each process, the structuring devices applied and the outcomes of those applications are presented.The Mind-Set process requires that two questions be answered. Solution Criteria
The Solution Criteria process requires both (1) the identification of solution criteria and (2) that one question be answered. The requirement to identify solution criteria were developed through the application of the Nominal Group Technique structuring device. The question to be answered concerned the need to quantify the solution criteria. The determination that quantification was required led to the need to develop indicators that the solution criteria are being met. These determinations led to the decision to apply the Criteria Standards Structuring device. The application of the structuring devices and the outcomes of those applications are presented in Table 3, which may be found below on this page.
