Too many candidates, heavily worded ballots, and too many initiatives are all seen as factors that confuse and frustrate voters, driving down the number of participants (Grofman, 1999).

Also, the voter registration process is fingered as a contributor to low voter turnout. The U.S. is one of the few countries that requires its citizens to get themselves registered to vote, and this fact constitutes a serious barrier to political participation. In other democracies, such as Sweden's, citizens are automatically and permanently registered to vote by the government when they reach voting age.
