Alcohol Prevention Program

This is a community-wide problem involving the abuse of alcohol and drugs by adolescents. In this community, as most communities, the vast majority of teenagers have used alcohol before graduating from high school. A substantial minority have tried drugs, particularly marijuana. Bukstein (1998) indicated

that although the percentage of adolescents who have used alcohol is approximately 80 percent, this does not mean that these adolescents can, or should, be diagnosed as substance abusers. Substance use is one problem, affecting most adolescents. Substance abuse should only be diagnosed as a

problem for the adolescent if he or she experiences significant impairment in one or more categories of their daily lives. This can include schoolwork, home life, and personal relationships with peers.

Much alcohol and drug treatment is still based on the 12-step model, with the goal being complete abstinence from alcohol or drug use. However, there are new, innovative programs for adolescents which concentrate on reduction of risk, rather than abstinence (deMiranda, 1999).

The harm reduction model emphasizes that abstinence is ultimately the goal, but that there are interim steps, or stages along the way that are acceptable in treating the adolescent substance abuser. Rather than insist that the adolescent immediately adopt abstinence, and sustain that, providers who use the harm reduction model help adolescents manage their substance use in order to do the least harm to themselves and others.
