This is an excerpt from the paper...

Agency Evaluation: Gateways Hospital and Mental Health Center

Gateways Hospital and Mental Health Center is located at 1891 Effie Street, Los Angeles, California, 90026. The main campus at this address houses a 55-bed acute psychiatric hospital serving adults and adolescents, an adolescent outpatient program, and a 70-bed adult residential center. A second campus on Hoover Street has 36 residentially licensed transitional housing beds, a shelter vocational workshop, and a Homeless Service Center that includes emergency shelter beds and a drop-in center. The third campus houses a 12,000 square foot out-patient forensic program center. Gateways Homeless Services Center operates from the People Assisting the Homeless facility and includes a homeless outreach program.

The two individuals interviewed on October 21, 2002 were Chairman of the Board of Directors, Bob Klein, who possesses a Master's degree and James Adams, Facilities Manager, who has a Bachelor's degree in Business Administration. In addition to interviews, information for this report was obtained from personal observations, Gateways' "Performance Improvement Plan, 2000," and the institution's Web site, available at www.gatewayshospital.org.

Where available, private insurance payments from patients are also accepted. Staffing at the institution is diverse and includes health care professionals in a variety of disciplines, psychiatric and other social workers, administrative support staff, and volunteers. Job descriptions are extensive and the organizational "Performance Plan, 2002" identifies the tasks of key actors including the Board of Directors, the CEO, Medical Director, CFO, Chief of Staff, Quality Management Director, Patient Safety Program, and department/program leaders. Most of the professional and clerical staff are Latinos, reflecting the institution's location in Echo Park. Conflict resolution is handled through the office of Human Resources while communication in the organization tends to be relatively informal because of its size. A major venue for more formal communication activities is centered in professio
