Non-professional nurses, such as licensed practical nurses (LPNs), must meet standards that are less demanding than are those for registered nurses (RNs). In the contemporary health care environment, efforts are being made to replace higher cost RNs with non-professional personnel in many activities (Kane, 1995).
In situations where improved access to health care and an improved use of health care resources are the driving objectives, the distinction between PPs and NPPs takes on a new dimension. In such situations, PP tends to be defined as a physician, while NPPs are other health care professionals fulfilling functions once reserved for physicians (Grumbach & Bodenheimer, 1995). Studies have indicated that advanced nurse practitioners and physician assistants can effectively perform many of the tasks of the primary care provider at a lower cost than physicians with no adverse health outcomes for the patient (Sakr, et al., 1999).
