'Operation Bootstrap' was an economic program instituted by the United States government in 1945 to strengthen the economic situation of Puerto Rican immigrants. Puerto Rico became an occupied territory of the US after the US defeated the Spanish in the Spanish-American War. The Treaty of Paris remitted the island to the US in 1899, although it was not until 1948 that the island was permitted to elect its own governor and a commonwealth was created in 1952.
