It is a national problem which calls for the deepest involvement by the government at every level.

The fact that Kotlowitz found no solution other than personal financial involvement tells the reader much about the problem, not only that the author lost hope in the ability or willingness of the government to solve the problem, but also in his belief that money was the problem and the solution.
