This is an excerpt from the paper...

The world is not experiencing a population crisis. Rather, declining birth rates due to improved medical care and increased reproductive education in developing countries has led to decreased growth rates in those countries (Population Reference Bureau). In addition, more developed countries in Europe, North America, Japan, Australia and New Zealand now experience growth rates of less than 1 percent each year. Some European countries, including Russia, Estonia, Hungary and Ukraine now experience negative growth rates, meaning their populations are actually decreasing in size (Population Reference Bureau).

In 1789, Thomas Malthus studied the nature of population growth in Europe and concluded that the population was increasing faster than food production. Consequently, he concluded that at the then-rate of population growth, the world would eventually starve because it could not meet its food needs (Population Reference Bureau). However, the infighting within Chechnya itself, as well as Russian resistance, war crimes, and human rights abuses by both sides, have prevented any peaceful resolution of the issue. Thus, although Russia is a sovereign nation and Chechens are geo-politically Russian, there seems to be the need for an independent and impartial body to which both parties can turn for resolution. The weakness of the United Nations is that both warring parties must choose to follow the mandate of any international collective body if that body is to be effective. Obviously, the United Nations has not prevented the Chechen tragedy, nor many other tragedies around the world, including violent and oppressive regimes and revolutions on several continents. But without the United Nations, what alternative is there? The United Nations can only be as effective and powerful as the commitment of each individual member nation to assisting in its purpose and enforcing its mandates. Without question, the decision by the United States and Britain to act in Iraq on the force of a resolution that many other member states claimed was insufficient authority weakened the United Nations.
