Because of its large amount of work, the U.S. Senate divides its functions among 20 committees. Each committee has its own guidelines and adopts its own rules. The chair of each committee and a majority of its members control the work of the committee, and hire its own staff. Standing committees have legislative jurisdiction (About the Senate Committee System). The Senate Appropriations Committee was formed March 6, 1867 by the 40th Congress. The purpose was to control the appropriations process, as well as to ensure better management of Government spending by giving one Committee the sole responsibility to examine agency budget estimates (U.S. Senate Committee on Appropriations: History). This paper will survey the Senate Appropriations Committee, virtually the most powerful of all Committees. The membership, leadership and issues considered by this committee will be discussed.
