The Department of Labor

The Department of Labor was established in 1913 and consisted of the Bureau of Labor Statistics, the Bureau of Immigration, the Bureau of Naturalization, the Children's Bureau and the U.S. Conciliation Service which mediated labor disputes (U.S., 2005). The Fair Labor Standards Act (FLSA) became law in 1938, setting minimum wages and maximum work hours for most industrial workers. In 1958, Congress authorized the Department to enforce safety and health standards to protect workers in longshoring and harbor work. New laws covered misconduct by unions and employers and new responsibilities for the Department of Labor. They looked into problems of women, minorities and the handicapped, and the Welfare and Pensions Disclosure Act collected and made available information on company pension and benefit plans. The Landgrum-Griffin Act of 1959 required unions to file reports of their funds with the department of labor, and banned Communists from holding union office.

Under President Kennedy, the Department played a major role in dealing with automation and unemployment (U.S., 2005). In 1961, the Area Redevelopment Act was passed to provide training and assistance in regions which had high unemployment, This was replaced by the Manpower Development and training Act of 1962, which was responsible for identifying labor shortages, training the unemployed and conducting manpower searches.
