Data entry is a repetitive task which can lead to eyestrain, headaches, errors and repetition strain injury (RSI) if it is not handled correctly. Unfortunately, because many data operators are paid low wages and are considered easily replaceable, managers are often insensitive to their work environment, which is the situation in which the public utility currently finds itself.The utility needs to communicate to the data entry operators that it understands their situation and is working to resolve it. Merely communicating this (and providing the solutions being considered) should help improve morale, but it is only a first step. In addition, the utility needs to demonstrate that it values the contribution that the operators make to the organization as a whole and is willing to work with them in order to improve their situation. To begin with, the utility needs to provide a schedule of when the ergonomic changes regarding office layout and equipment will take place. This should be a detailed schedule so that the employees have concrete information regarding their work environment and something which is tangible demonstrating management's commitment to them. At the same time, the utility should also invite some of the operators to contribute their own ideas about how their productivity can be improved. Changes resulting from this task force are more likely to be implemented with less resistance than changes that might come merely from management since the operators thems

The approach to solving the problem is, therefore, twopronged. On the one hand, the utility must invite the suggestions of the workers themselves regarding ways in which their productivity can be increased, and the utility must undertake this task in good faith. This means that it must be willing to put some amount of resource into the solution. At the same time, management must recognize the ramifications of RSI and communicate its own solutions to the workforce to demonstrate that it values the contributions of all of its employees.21-5 The issue of throughput is a critical one for an operation which depends on maintaining goodwill with highly technical customers.
