Within the executive branch of the government are a number of administrative agencies, often known as a fourth branch of the U.S. government. Many of these agencies were originated as part of the New Deal era of President Franklin D. Roosevelt, including such agencies as the Equal Employment Opportunity Commission (EEOC), the Food and Drug Administration (FDA), the Occupational Safety and Health Administration (OSHA) and many others. These agencies are in operation to "protect a public interest" rather than to protect "private rights," are granted power by Congress and act as agents of the Executive Brach (Administrative, 1). All federal government agencies must operate within limits defined by the Constitution. These and other regulatory mandates have been incorporated into laws, such as the Federal Administrative Procedure Act (FAPA) which regulates the operation of all agencies (FAPA, 1). State agencies are regulated by similar limitations in law for each state, known as State Administrative Procedure Acts (SAPA) (SAPA, 1). The state and federal supreme courts regulate administrative law. Administrative law is defined as the "àlaws and legal principles governing the administration and regulation of government agencies (both federal and state)" (Administrative, 1).
