Metropolis Subway Systen & Security Response

The Metropolis Subway Transit Authority threat of a possible Japanese-style sarin gas attack on the subway system demonstrates the increasing threat of terrorism against transit systems. In an attack, people are vulnerable in stations, on trains and above ground. Should a chemical agent be released in a subway, it is likely to be carried out in the station, in a train car, or in the tunnel. The Metropolis Subway System is currently unprepared for chemical or biological releases. Early warning, rapid response, and a strategic systemic mitigation effort that collaborates with other health, law enforcement, and emergency response agencies are the best defense against chemical attacks and may save thousands of lives. According to the Center for Disease Control (CDC), ôEarly detection of and response to biological or chemical terrorism are crucial. Without special preparation at the local and state levels, a large-scale attack with...biological or chemical agents could overwhelm the local and perhaps national public health infrastructureö (Khan, Levitt and Sage, 2001, 4).

Detection and rapid response are critical in saving lives and mitigating the impact of a chemical attack. Security systems that are systemic, multilayered and include communication and coordination strategies with other agencies are the most effective.
