My first step in turning around a failing division would be to examine the organizational structure that is allowing the product line to be outdated. I will look for clues that show where the organization is failing to be proactive, forgetting to consider the industry as a whole and the market for our product line in particular. Then I will develop a new organizational structure that promotes a proactive stance, a global outlook, and a flexible, project-oriented approach to addressing issues.
