Increasingly, governments are increasing the regulations by which Internet companies must abide. The United States, in particular, has addressed this issue and prosecuted offenders in recent years for violating regulations pertaining to the way in which privacy was handled for information about minors. Protecting minors and those deemed most vulnerable to the allure of the Internet, and protecting against identity theft, are some of the reasons that the government takes an active interest in regulating the Internet. Nearly all regulation is based on commerce and on the commercial prospects that the Internet provides, and on balancing both the commercial needs of the Web and the privacy needs of individuals ("FTC," 2003).
