Turkey is one of the many countries in the world that has experienced financial and economic crises that were so sever that they had to seek assistance from the International Monetary Fund (IMF). This paper examines the experience of Turkey in its interactions with the IMF. The examination reviews (a) past experiences, (b) the current experience, and (c) attempts to predict possible future experiences. In the latter instance, the experiences of other countries with the IMF are considered. This approach necessarily limited such consideration to countries that have had to seek assistance from the IMF, as opposed to prosperous and stable (financially and economically) countries such as Switzerland. Countries such as Switzerland, as members of the IMF, are subject to reviews and consultations (Merz, 2008); however, they are not subject to the intrusive and coercive actions that occur between the IMF and countries that are attempting to recover from financial and economic crises (Momani, 2006/2007. Thus, the experiences of other borrower countries are considered in relation to the past, present, ad possible future Turkish experiences. Typically, conditions such as those delineated above are regardless of the hardships that such conditions may impose on a population and regardless of the untenable cultural position that such conditions may place a government, a bureaucracy, or a people (Öni? and ?enses, 2005; Lane, Ghosh, Hamann, Phillips, Schulze-Ghattas, and Tsikata, 1999). An indicated earlier in this paper, the IMF typically does not disburse all of its aid at once. Rather, the IMF disburses loans on a piecemeal basis following periodic reviews of the progress being made by a recipient country toward the attainment of IMF-specified goals. The IMF (1999) stated that,
"Forceful, far-reaching structural reforms are at the heart of all the programs, marking an evolution in emphasis from many of the programs that the IMF has supported in the past, where the underlying country problem was imbalances reflecting inappropriate macroeconomic policies. Because financial sector problems were a major cause of the crisis, the centerpiece of the Asian programs has been the comprehensive reform of financial systems. (p. 4)
