This paper will create a framework for the evaluation and management of a project. The framework is designed to help with project planning and development, management, and evaluation. It can be considered a living document, so revisions may be required before it can be applied to any specific future project. Information gleaned from previous projects should be used to improve the framework as time goes by.

C. Termination Evaluation/Lessons Learned

Every project fits under one of the three primary headings established in the framework. The Project Preparation stage consists of concept definition and planning. Project Execution covers the process of actually doing the project. Project Termination is the stage that closes out the project.

During Project Preparation, concepts are defined and Project Execution is planned. Many possible solutions may come up for consideration, each of which will be evaluated in order to choose the best project. Cost will be estimated using both numeric and non-numeric models. Cost estimation is conducted in order to help management choose a solution for the project. Numeric modeling can be done using a variety of methods, the two most common of which are probability and weighted factor scoring. Non-numeric modeling often includes non-financial reasons to select a particular project, among them public view and charity.

After a particular project is chosen, planning for production must begin. Planning begins with the establishment of the Project Team hierarchy; the selection of project and functional managers and team members, and the identification of stakeholders. A system of communications is essential for a successful project and must be put into place immediately to form the project’s infrastructure. An unsuccessful communications plan will doom the project.
