Devarics (1995) noted that Proposition 16 required high school students to earn more credits in core academic subjects to be eligible to participate in college sports; this Proposition took place in August 1995. The first phase of the proposition increased core academic requirements from 11 to 13 courses and the second phase in 1996 increased math and English requirements and standards for minimum test scores and grade point averages. Results were that 54% of Hispanics met the new requirements, compared to 67.5% who met Proposition 48 standards. This was compared to findings related to white students: 67% of white high school students met the new requirements compared to the 86% who met Proposition 48 standards. Only 46% of African Americans would meet new standards compared to 64% who met Proposition 48 standards.

Devarics (1995) also noted that less than two-thirds of high school seniors with less than half of the African American high school seniors would be eligible to participate in Division 1 college sports as freshmen under this new NCAA academic policy. High school seniors from the poorest families are less likely to meet new requirements; 42% of poor students meet standards compared to 73% of affluent students who meet standards. Greenlee (1995) noted that in 1995 58% of the black female high school athletes graduated high school, compared to 41% of regular black female students, 42% of black male athletes, and 34% regular black male students. New standards demanded that high school student athletes maintain academic standards, which pointed out one positive outcome of high school sports.
