According to the Thomas B. Fordham Foundation (1998), children's education in America is facing serious problems. In particular, the gap between the achievement levels of students in high-poverty urban schools and students in affluent schools remains high. The Foundation notes that over 10 million American students enter the 12th grade not even having learned to read at even a basic level. Further, over 6 million students dropped out of school between 1983 and 1999.

As for minorities, the situation is even worse. In 1996, 13 percent of all African Americans aged 16-to-24 were not in school and did not hold a high school diploma. Seventeen percent of first generation Hispanics had dropped out of high school in this same time period. In short, poor and minority children go to the worse schools, have less expected of them, and are taught by less knowledgeable teachers.

Lingenfelter (2003) reported that educational accountability has become a worldwide priority and accountability systems are under scrutiny. Advanced education is a priority for business and political leaders. Objectives of accountability systems, criteria and data relevant to the objectives, who is responsible for what, and how goals can be achieved, are questions seeking answers. The goal of accountability systems includes defining performance standards and then increasing this performance. Relevant data and criteria are reported as follows (Lingenfelter, 2003):

1. The extent that students have acquired a defined body of academic knowledge and skills

2. How much students have learned compared to other students

3. Which schools are performing well or poorly regarding student learning

4. Which states are doing well or poorly

5. How teachers are performing in the classroom
