he context of whether or not such intervention yields positive results for the invaded countries in the context of political stability, and in the context of whether or not military intervention in Latin American by the United States is justified even if the longterm outcome is political stability in the invaded country.

The answers to these two questions are evaluated from the perspective of longterm American interests. If American military intervention does not produce political stability within the countries invaded, then the United States is wasting itshuman, physical, and financial resources in continuing to attempt to act as puppet master for the Western Hemisphere. Similarly, if American military intervention cannot be justified, regardless of whether or not political stability in the 3invaded countries is an outcome of such action, then to continue to cling to such a policy weakens the moral authority of the United States internationally, and fosters the development at home of a paranoid population which believes that the American perspective is the only one that matters.

The effectiveness of American military intervention in Latin America, together with the justification for such action, is assessed through an examination of the international relations between the United States and two Latin American countries. These two countries are the Dominican Republic and Panama. AmericanDominican relations are considered first, and this consideration is followed by a review of AmericanPanamanian relations. These two discussions provided the basis for an assessment of the effectiveness of and justification for American military intervention in Latin America, which concludes this research.
