Another case of federalism's failure to consistently provide critically needed services on a national level is apparent in the inability of some local (municipal) agencies to provide for the safety of the public. Federalism has created a patchwork quilt of governmental agencies responsible for managing such critical services as air traffic control. Hamilton recalls a frightening instance of local inability to provide for public safety, when he asks, "Who was responsible for providing weather information to the incoming Delta Airlines plane that crashed in Dallas in 1986, killing dozens?"
