The debate over sex education continues to be waged in American society. However, the U.S. government, a number of organizations and groups, and a number of schools promote abstinence-only programs as a means of reducing teen pregnancy, STD transmission, and sexual activity in general among teens. From a review of the information available in the literature, I support the contention that implementing comprehensive sex education programs into the curriculum increased sexual activity among teenagers.

There are a number of groups across the U.S. that believe abstinence-only programs assures a reduction in sexual activity among teens. Among these groups are Concerned Women for America, the Eagle Forum, the Family Research Council, Focus on the Family, the Heritage Foundation, and the Medical Institute for Sexual Health (MISH). Such organizations believe that comprehensive sex education programs undermines resistance to sexual activity. Such groups also believe that the reduced number of teen pregnancies during the past decade is a result of abstinence-only programs. The Bush Administration and these kinds of organizations also believe that comprehensive sex education programs lead to increased sexual activity among teenagers. There is ample evidence that increasing numbers of middle and high school teens are having sex. Bowman (2004) reports that ôTwo-thirds of all suburban and urban 12th graders have had sexö, according to a report by the Manhattan Institute (12).
