A practical solution to the problem was offered by Hasson and Lutkevich (2002) who recommended improved roadway lighting. Even though only 25 percent of the vehicle miles traveled occurs at night, nearly 50 percent of fatalities occur during those hours. The nighttime fatality rate is three times the daytime rate. Consequently, examining minimum maintained levels of sign and pavement markings for nighttime visibility or retroreflectivity is highly recommended. Roadway lighting is seen as making a critical difference in this area. For each dollar spent on installing more efficient roadway lighting, Hasson and Lutkevich (2002) state that $26.80 is saved in reducing fatalities and injuries on vehicle crashes. While roadway lighting is not necessarily effective or needed on every mile of U.S. roadways, heavily traveled roads (in both the interstate highway system and at the local level) should be adequately lighted at night and during daytime hours in which storms and other climate changes occur. Using a visibility design technique and dynamic road lighting along with pavement reflection systems is seen by Hasson and Lutkevich (2002) as likely to lead to serious reductions in fatalities.
