In fact, during the 1980s, high production was partially sustained by massive catches of these few low-value species. The fish included whiting, spiny dogfish, Alaskan pollack, Peruvian anchovetta, and Japanese pilchard. Since catches are for the most part measured by weight rather than by monetary value, these fish served to obscure the magnitude of the fish population declines ("The Tragedy," 1994, pp. 21-24).

Such widespread and substantial depletion of fish stocks must obviously be occurring in both industrialized and developing countries alike (Callick, 1994, p. 52). In the North Sea, for example, cod and herring populations have become particularly depleted. With every passing year, fishermen land approximately half of these species' North Sea population (Connor, 1994, pp. 18-19).
