Redwood City, California, School District

Located in Redwood City, California, the Redwood City School District is a K-8 district with 12 elementary schools and two middle schools. The purpose of this paper is to present a brief analysis of this school district. Specifically, the presented analysis:

(1) uses data compiled October of 1995 by the California Basic Educational Data System (CBEDS) to examine demographic changes over time in the composition of the student, teacher, administrator and classified staff populations of the district; and

(2) uses district background information and parent survey data collected at the Roy Cloud Magnet School for the 1995-1996 school year to identify both the major challenges facing the district and how the district is addressing these challenges and issues.

Figure 1 presents the District's overall student enrollment and minority enrollment data for the years 1970, 1984, and 1995. As can be seen from examination of this table, over the years data show a decline in overall student enrollment to a low of 6,586 in 1984, followed thereafter by an increase to 8,672 students in 1995; it can be noted here that the 1995 total student enrollment rate represents approximately 84.38 percent of the 1970 enrollment level.

However, while the overall student population showed a decrease in enrollment followed by an increase, minority enrollment has shown a steady rise since 1970. Specifically, minority enrollment has increased from 18.4 percent

In order to determine if certified staff reflected this ethnically/racially diverse student population, CBEDS data were examined for the ethnic composition of certified staff. While the presented CBEDS statistics did not breakdown ethnic/racial data by staff position (e.g., teacher versus administrator), it was reported for certified staff overall. These data can be summarized as follows: (1) In 1990, there were 19.82 percent white members of certified staff and 80.18 percent non-white members of certified staff; (2) In 1994, there were 17.99 percent white and 82.01 percent non-white members of certified staff; and (3) In 1995, there were 16.84 percent white and 83.16 percent non-white members of certified staff.
