rs the legalist paradigm because it consistently reflects the conventions of law and order. Under this paradigm, the theory of aggression can be summed up in six propositions:

1) There is an international society composed of independent states.

2) This international society has a law that establishes the rights of its members, above all protecting the rights of territorial integrity and political sovereignty.

3) Any use of force or imminent threat of force by one state against the political sovereignty or territorial integrity of another is considered aggression and is also a criminal act.

4) Two types of violent response are justified by aggression--a war of self-defense by the victim, and a war of law enforcement by the victim and any other member of international society.

5) Only aggression can justify war, and only in the two ways noted above.

6) The aggressor state must first be repulsed, and then it can also be punished.

The Dominican Republic in 1965 was under the leadership of a civilian junta installed by military coup in 1962, a coup that negated the 1962 elections. The junta was called the Triumvirate and was dominated by one political party, the Union Civica Nacional (UCN). The Triumvirate never succeeded in establishing its authority over competing conservative factions both inside and outside the miliary and also never convinced the majority of the population of its legitimacy. Donald Reid Cabal was the head of the Triumvirate in 1965, and it was widespread dissatisfaction with his government that produced a revolution in April 1965. The vanguard of the revolution was the perredeistas, or members of the Dominican Revolutionary Party, or PRD, and other supporters of former leader Juan Bosch.
