Because policy does influence smoking behavior, the role of the public administrator is highlighted as a major part of the effort. However, as reported in the background section of this proposal, many public administrators are smokers and many of these are heavy smokers (Serxner, Catalano, Dooley and Mishra, 1992), a fact that can influence their attitudes toward antismoking efforts such as regulation of the tobacco industry. It seems reasonable to suggest here that if they are smokers in general and heavy smokers in particular they could be fairly negative in their attitudes toward regulation efforts.

In addition, a study conducted by Glantz and Begay (1994) indicated that many public officials including public administrators are directly lobbied by the tobacco industry; and often the tobacco industry was effective in its efforts to deter anti-smoking legislation and policy.
