Thus, we can no longer expect the future to be a simple continuation of the immediate past. So far as the general situation of Europe is concerned, the "immediate past" is the familiar EastWest division. This began in outline at the immediate end of World War Two, with the territories held respectively by the Western and Soviet allies. In 1948, the fraying structure of Allied cooperation finally broke down; the Allied Control Council ceased to operate in conquered Germany, and the Soviets imposed the Berlin blockade (Chace, p. 22).
