For women to achieve more, they need representation to protect and promote their interests. Women are ready to respond to this sort of campaign first because they are predisposed to do so after three decades of the women's rights movement and with the growing perception that things are not changing rapidly enough in the workplace and in business precisely because males are not responding to women's needs. It is clear that women make a difference when they are elected to office, as has been demonstrated by a study from the Center for the American Woman and Politics (Carroll, Dodson, and Mandel 597). Another study showed that in the recent Congress, women constituted only one-tenth of the membership but managed to make themselves heard in the institution to the benefit of women (Dodson, Carroll, Mandel, Kleeman, Schr
