A similar offer made to an individual union employee, however, not only would not provide positive motivation to that employee, it would create problems with all of the organization's union employees, unless it was a part of an offer made to all union employees, and unless the offer was made through the representative union.

The issue of job security would also need to be addressed through the collective bargaining process in organizational efforts to motivate union employees. In addition, however, with respect to union employees, it would be necessary for an employer to consider the issues of union jurisdiction, and job classifications and duties.

Lastly, the motivation of union employees has historically meant that an employer must address the issue of union security. Thus, to motivate union employees, employers have had to agree to actions which would protect the union itself, such as dues checkoff, recognition, permitting union representatives in the workplace, and so forth.
