There are two basic criticisms with the present state of affairs in this area. First, it is argued that these cases are consuming an inordinate amount of time and resources in the investigative phase. The shear size and complexity of these cases require that a thorough investigation be conducted before charges are brought against the defendants involved. However, this criticism can probably not be addressed by any meaningful reforms, because the nature of the cases requires such extensive investigations. Numerous witnesses must be uncovered and interviewed. Investigations must be carried out in many different jurisdictions, including foreign countries. Experts from many different disciplines, such as law and accounting, must be consulted by the investigating law enforcement officials in order to make sense of the evidence as it is gathered.
