Origins of an Organized Police Force

> Various other factors contributed to the development of the first modern police force. For example, many of the philosophers and political leaders of the 17th and 18th centuries discussed the need for the maintenance of order within the state by means of creating a specialized, professional police force. During that time, it was widely believed that society "had been corrupted by an evil world and the unscrupulous people in it" (Terrill, 1984, p. 39). It can be said that the purpose of life is to attain a state of wisdom and purity. Nevertheless, it is apparent that many people in modern society are incapable a attaining such a lofty state on their own. This fact led to the development of theories for a modern police force in the early 19th century.

The Industrial Revolution also contributed to the creation of the first police force in nineteenth century England. As the Industrial Revolution developed through the seventeenth and eighteenth centuries, it brought about many changes in contrast to the way society had formerly been run.
