It is also admitted that, in fact, it is the tendency of the energy marketplace to manipulate and "beat the program" when there is not unilateral regulatory control over domestic and imported energy sources (Chicchetti & Sepetys, Regulating, p. 8).
Within the U.S., however, there is the possibility for federal government to exercise consistent and even-handed regulatory control over the three main components of energy resources: generation, transmission, and delivery.
