ndia. Cornwallis' efforts resulted in making government officials subject to their own laws for the first time in the history of the nation. In addition, his efforts helped establish more humane forms of punishment than those proscribed under Hindu and Muslim law. Because of these contributions, it has been claimed that Lord Cornwallis left behind a criminal code in India which was "more humane than the one existing in England" (69).

In the early nineteenth century, the British statesman Lord Macaulay established a penal code for India which "is regarded as the foundation of Indian law today" (Moorhouse 100). During that time, Macaulay had advocated Westernized education for Indian subjects, with the idea that it would hasten the modernization of India (Nehru 228).
