This logically proceeds to the idea that citizens should not be merely subject to the will of the ruler. Rather, government is an artifact of citizen participation, for everybody has a stake in the fact that property distribution remains settled and organized. This is the case even though some individuals may end up with more and better property than others, according as they have used their rational capacity to survive and prosper. Authority, like property, is diffused, or cut up into little pieces, in a systematic way in a legitimate state, even though that state might include a sovereign.
