With that as his starting point, Madison defines the task of creating what is repeatedly referred to as the Union, so that there will be a legal system that balances the needs of "interest groups" and basically makes possible the creation of a politically pluralistic society. And it is in this process that Madison becomes the primary voice for the creation of the legal basis for the U.S.A.

While the various groups are being balanced, there would be a built-in guarantee of liberty, and it is from this that the uniquely American concept of the individual as the source of government power arises. It therefore becomes the task of the Constitution to outline the government's methods of operation so society will not fall apart.
