The peace negotiations subsequent to the end of the Gulf War of 1991, however, appear to provide a unique opportunity to attempt to construct a multilateral framework which will guarantee long term peace in the region.
Any policy concerning the participation of Israel must be acceptable to a wide and diverse group of audiences. Some active participants in the hostilities may object to the participation of Israel in the peace negotiations. The government of the state of Israel has already stated its objections to participation in multilateral negotiations. Nations such as the Soviet Union would likely object to Israel's participation in such negotiations, unless they too had a seat at the table. In the United States, many people would prefer to see that country dictate the structure of long term multilateral relations in the Mideast, regardless of how unworkable such a solution would be on its face. American Jewish organizations generally support the position of the government of the state of Israel, and oppostion by these organizations to Israeli participation would undercut the position of the American government favoring multilateral peace negotiations, in which Israel is a participant. Many other audiences would also need to be persuaded with respect to a policy covering the participation by Israel in peace negotiations subsequent to the end of the Gulf War of 1991.
