Trade openings pose a problem for countries like Mexico intent on introducing reform while not losing the capitalist base they have already achieved. Maxfield believed that the future of government-business relations in Mexico would probably face the continued easing of restrictions on foreign investment. Emphasis has been placed on the need to change regulation of foreign investment in order to increase Mexico's attraction to multinational enterprises. Improving the climate for foreign investors has long been a U.S. demand in bilateral trade negotiations, and this was a move intended to restore confidence in the PRI's respect for private property but that might also alienate small and medium-sized entrepreneurs. It was hoped that financial deregulation and easing of restrictions for foreign investors would help restore the confidence of large-scale entrepreneurs
