warded in Liberia in 1987 was only 41.4 percent of the number awarded in 1984 (Ministry of National Planning and Economic Affairs, and Ministry of Education, 1988, p. 6.7). Declines in enrollment and graduation were experienced in both the rural teacher training institute and the teacher college programs. Reasons for these enrollment and graduation declines were sought as a part of this study. Donorassisted programs were specified efforts of specified durations, and, thus, were not included in the examination of enrollment and graduation declines.

Two major issues were addressed in this study. The first issue was preservice teacher education in Liberia.
