Introduction This paper presents a discussion of maintenance engineering management. Maintenance engineering management is concerned with the preventive maintenance, cleaning, repair, function monitoring, safety, and related activities for technologicallybased production facilities generally (Tersine, 1990). This current research is concerned more specifically with maintenance engineering management for chemical cleaning operationsfor petroleum refineries.Maintenance Engineering Management of ChemicalCleaning Operations at Petroleum RefineriesA major aspect of maintenance engineering management ofchemical cleaning operations at petroleum refineries is the testing of output (Zahodnick, 1990). Within this sphere of activity, deposit sampling and testing is especially significant. The maintenance of prescribed levels of specific chemical deposits is critical to (1) the quality of the refinery's products, (2) the safety of the refinery's human resources, (3) the safety of the physical environment, and (4) the legal risk position of the corporation operating the refinery. In order to assure that prescribed chemical substance deposit level are not exceeded, effective and efficient operation, maintenance, and cleaning of all technological equipment and plant facilities are required, and the proper handling, use, and disposal of all chemicallybased cleaners and solvents are required (Zahodnick,

Ozone and moisture in the air can convert sulfur dioxide into sulfates and sulfuric acid, each of which has been linked to bronchus and lung cancer. A second environmental factor was the suspension of particulates in the air. Suspended particulates are also a major air pollution source (Shakman, 1990). Particulate pollution has also been implicated in the incidence of bronchus and lung cancer. A third environmental factor which was implicated was oxidant air pollution. Oxidant, in this instance, refers to oxides of nitrogen, which are emitted into the air through automobile tailpipes and facory smokestacks (Council on Environmental Quality, 1982). Nitrogen oxides are a major air pollutant, and they have been linked to bronchus and lung cancer. These factors provided 5strong motivations for both the federal government in the United States and the government of the Commonwealth of Massachusetts to enact legislation designed to protect the quality of the air. The Clean Air Act was implemented at the federal level in the United States in 1970.
