Introduction This paper presents a discussion of maintenance engineer ing management. Maintenance engineering management is con cerned with the preventive maintenance, cleaning, repair, func tion monitoring, safety, and related activities for technologi cally based production facilities generally (Tersine, 1990). A major aspect of maintenance engineering management ofchemical cleaning operations at petroleum refineries is the testing of output (Zahodnick, 1990). Within this sphere of activity, deposit sampling and testing is especially signifi cant. The maintenance of prescribed levels of specific chemi cal deposits is critical to (1) the quality of the refinery's products, (2) the safety of the refinery's human resources, (3) the safety of the physical environment, and (4) the legal risk position of the corporation operating the refinery. In order to assure that prescribed chemical substance deposit level are not exceeded, effective and efficient
operation, maintenance, and cleaning of all technological equipment and plant facilities are required, and the proper handling, use, and disposal of all chemically based cleaners and solvents are required (Zahodnick, 1990). Above all else, the development of, implementation of, and adherence to effec tive safety procedures are essential (Zahodnick, 1990). The maintenance engineering manager, thus, is required to be both technologically and managerially expert and efficient. Further, this manager must (1) be cognizant of all legal requirements pertaining to refinery discharges, and (2) possess a sensitivity towards and an appreciation of physical environ mental protection.
