Malaysia's Foreign Investment Guidelines

es do not have the formal status of laws; rather, they are intended to be a means for cooperation between foreign investors and the Malaysian government. FIC approval of relevant transactions is based upon the provisions in the Guidelines, with investments approved only if they comply with NEP/NDP objectives regarding the redress of imbalances in the Malaysian economy. In one comprehensive statement, the Guidelines provide the ultimate criteria for the types of investment which are and aren't desirable:

Foreign investment with a balanced structure of ownership and control, therefore, which seeks to develop the vast potentials of the country's natural resources, engages in new activities, provides training to Malaysians, adopts a balanced employment structure, provides management and technical expertise and export and marketing outlets, will continue to be actively encouraged.
