authorities in other countries requires that assets be depreciated on the basis of historical, or actual acquisition, costs, as opposed to replacement costs (which will be higher than historical costs, because of the effects of inflation). The contention is, thus, that, because of inflation, assets are under depreciated, and that, in turn, this distortion causes effective tax rates to be higher than they would otherwise be.5

The contention that asset depreciation, and in turn business taxes, are distorted by inflation, is based upon the concept of cost.
