Drug abuse education, drug abuse detection and testing, and drug abuse treatment will all be on the agenda for the human resource manager in the organization of the future. Of these three activities, drug abuse testing will likely be the most controversial in the United States.

American corporate employers have generally shown that they support drug testing in the workplace (Russell, 1993, p. 125). As the cost of drug abuse testing becomes clearer, however, many employers are having second thoughts on the issue. Objections to drug testing in the workplace are also registered by (1) employees and civil liberties groups, who claim that the practice is an invasion of the individual's right to privacy, and (2), in many instances, by labor unions, which tend to side with their members in disputing management's right to impose drug testing (Coombs and West, 1991, pp. 34, 67).
