> Several payorplay reform proposals have been submitted for consideration. Essentially, such proposals require employers to either provide health insurance for all of their employees and their dependents, or, alternatively, to pay into a special fund to be administered by the federal government that would provide such insurance for employees and dependents not covered by employer plans (Congressional Quarterly, 1991; Rovner, 1991a).
