Preservice primary teacher education in Liberia is provided through both fouryear and twoyear programs at two universities and at two teacher training institutes (Ministry of National Planning and Economic Affairs, and Ministry of Education, 1988, pp. 6.16.21). Universitylevel degree programs for primary school teachers are conducted at the William V.S. Tubman Teachers College of the University of Liberia, and at the Cuttington University College. Each of these institutions offers fouryear bachelor's degree programs for primary 39schoolteachers. The status of these programs at each of the institutions "has been called into question by the generally lower quality of students entering the programs, and by concerns about the responsiveness of these programs to professional needs" (Florida State University, Howard University, Institute for International Research, and State University of New York at Albany, 1986, p. 35).

Admission to both the University of Liberia and the Cuttington University College requires the sucessful completion of secondary school, and a passing grade on the National Examination (Ministry of National Planning and Economic Affairs, and Ministry of Education, 1988, pp. 6.66.15). Additionally, each institution administers its own entrance examination, which must be successfully completed by applicants. With respect to the entrance examination at the University of Liberia, applicants are granted an unconditional admission, if they pass both the English and mathematics sections of the test.
