Pre service primary teacher education in Liberia is pro vided through both four year and two year programs at two uni versities and at two teacher training institutes (Ministry of National Planning and Economic Affairs, and Ministry of Educa tion, 1988, pp. 6.1 6.21). University level degree programs for primary school teachers are conducted at the William V.S. Tubman Teachers College of the University of Liberia, and at the Cuttington University College. Each of these institutions offers four year bachelor's degree programs for primary 39schoolteachers. The status of these programs at each of the institutions "has been called into question by the generally lower quality of students entering the programs, and by con cerns about the responsiveness of these programs to profes sional needs" (Florida State University, Howard University, Institute for International Research, and State University of New York at Albany, 1986, p. 35).
Admission to both the University of Liberia and the Cut tington University College requires the sucessful completion of secondary school, and a passing grade on the National Examina tion (Ministry of National Planning and Economic Affairs, and Ministry of Education, 1988, pp. 6.6 6.15).
