espect to a free trade agreement between the US and Canada, each country was, in reality, pursuing different goals. The US badly desired access to the financial services sector in Canada, and, additionally, wanted to see Canadian protection of agricultural, generic drug, and cultural activities ended. Further, the US wanted to revise the CanadaUS Auto Pact of 1965, to provide more protection for the American industry, and to end nonNorth American automobile manufacture 29entry into the American market by the back door, so to speak, through Canada.

Canada badly desired to see an end to the unilateral imposition of counterveiling duties on its products by the US, and Canada wanted to create a system of binding arbitration for trade disputes between the two countries. Additionally, Canada wanted the US to cease its agricultural subsidies. Canada also desired to preserve its protection of its cultural industries, and, with an almost religious fervor, most Canadians wanted toretain the Auto Pact unchanged.
