Canada badly desired to see an end to the unilateral imposition of counter veiling duties on its products by the US, and Canada wanted to create a system of binding arbitration for trade disputes between the two countries. Additionally, Canada wanted the US to cease its agricultural subsidies. Canada also desired to preserve its protection of its cultural industries, and, with an almost religious fervor, most Canadians wanted toretain the Auto Pact unchanged.
